Revelation given to Joseph Smith at Kirtland, Ohio, March 15, 1833

The United Order

92:1-2

¹ Verily, thus saith the Lord, I give unto the united order, organized agreeable to the commandment previously given, a revelation and commandment concerning my servant Frederick G. Williams, that ye shall receive him into the order. What I say unto one I say unto all.

I, the Lord, give you the united order. [1]

What I say to one person, I say to everyone else.

² And again, I say unto you my servant Frederick G. Williams, you shall be a lively member in this order; and inasmuch as you are faithful in keeping all former commandments you shall be blessed forever. Amen.

Frederick G. Williams, you will be a lively member of this order.

If you are faithful in keeping all former commandments, you'll be blessed forever.

The united order (v.1a)
The united order was a kind of communism, similar to that of the early Christians.

It was soon abandoned by both groups. Wikipeida: United Order

Frederick G. Williams (v.1b)
The original 1835 edition of the Doctrine and Covenants used the code name Shederlaomach for Frederick G. Williams. It was dropped in the 1981 LDS edition.

Frederick G. Williams had a rather colorful life in the Mormon church. He was rebaptized in August 1838 (implying he had been excommunicated) and was excommunicated again in March of 1839, and then rejoined the church in 1840. I guess maybe he didn't keep all the former commandments or something.
