God is not the author of confusion 1 Corinthians 14:33
Black and white, bond and free, male and female; and he remembereth the heathen; and all are alike unto God, both Jew and Gentile. 2 Nephi 26:33
For example, God darkened the skin of the descendants of Laman (the Native Americans) and made them sinful, polluted, blood-thirsty savages.
And he [God] had caused the cursing to come upon them [the Lamanites]... wherefore, as they were white, and exceedingly fair and delightsome, that they might not be enticing unto my people the Lord God did cause a skin of blackness to come upon them. 2 Nephi 5:21
The Lamanites ... were led by their evil nature that they became wild, and ferocious, and a bloodthirsty people, full of idolatry and filthiness; feeding upon beasts of prey; dwelling in tents, and wandering about in the wilderness with a short skin girdle about their loins and their heads shaven.... And many of them did eat nothing save it was raw meat; and they were continually seeking to destroy us. Enos 1:20
The Lamanites ... were a wild, and ferocious, and a blood-thirsty people. Mosiah 10:11-12

And God turned the Canaanites' skin black so they'd be despised by everyone.
There was a blackness came upon all the children of Canaan, that they were despised among all people. Moses 7:8
God also turned the skin of Cain's descendants black to exclude them from the rest of Adam's descendants.
Enoch also beheld the residue of the people which were the sons of Adam; and they were a mixture of all the seed of Adam save it was the seed of Cain, for the seed of Cain were black, and had not place among them. Moses 7:22
The Canaanites were the descendants of Ham, so their skin was black and they couldn't become priests.
Now this king of Egypt was a descendant from the loins of Ham, and was a partaker of the blood of the Canaanites by birth.
From this descent sprang all the Egyptians, and thus the blood of the Canaanites was preserved in the land.
The land of Egypt being first discovered by a woman, who was the daughter of Ham, and the daughter of Egyptus, which in the Chaldean signifies Egypt, which signifies that which is forbidden;
When this woman discovered the land it was under water, who afterward settled her sons in it; and thus, from Ham, sprang that race which preserved the curse in the land.
Now the first government of Egypt was established by Pharaoh, the eldest son of Egyptus, the daughter of Ham
Pharaoh, being a righteous man, established his kingdom and judged his people wisely and justly all his days, seeking earnestly to imitate that order established by the fathers in the first generations, in the days of the first patriarchal reign, even in the reign of Adam, and also of Noah, his father, who blessed him with the blessings of the earth, and with the blessings of wisdom, but cursed him as pertaining to the Priesthood.
Now, Pharaoh being of that lineage by which he could not have the right of Priesthood. Moses 7:21-27
