May a eunuch enter into the congregation of the Lord?


Yes

In Isaiah, God seemed to prefer eunuchs to everyone else, giving them a better place and an everlasting name.
Neither let the eunuch say, Behold, I am a dry tree. For thus saith the LORD unto the eunuchs that keep my sabbaths, and choose the things that please me, and take hold of my covenant; Even unto them will I give in mine house and within my walls a place and a name better than of sons and of daughters: I will give them an everlasting name, that shall not be cut off. Isaiah 56:3-5
Jesus also approved of eunuchs, especially those that made themselves eunuchs for the kingdom of heaven's sake.
For there are some eunuchs, which were so born from their mother's womb: and there are some eunuchs, which were made eunuchs of men: and there be eunuchs, which have made themselves eunuchs for the kingdom of heaven's sake. He that is able to receive it, let him receive it. Matthew 19:12
And in Acts, Philip baptised an Ethiopian eunuch, apparently with God's approval.
And as they went on their way, they came unto a certain water: and the eunuch said, See, here is water; what doth hinder me to be baptized? And Philip said, If thou believest with all thine heart, thou mayest. And he answered and said, I believe that Jesus Christ is the Son of God. And he commanded the chariot to stand still: and they went down both into the water, both Philip and the eunuch; and he baptized him. Acts 8:36-38

In Leviticus and Deuteronomy, Eunuchs (along with other "blemished" pepople) are excluded from from all types of religious activity.
Whosoever he be of thy seed in their generations that hath any blemish, let him not approach to offer the bread of his God. For whatsoever man he be that hath a blemish, he shall not approach: a blind man, or a lame, or he that hath a flat nose ... or hath his stones broken; No man that hath a blemish of the seed of Aaron the priest shall come nigh to offer the offerings of the Lord made by fire: he hath a blemish; he shall not come nigh to offer the bread of his God. Leviticus 21:17-21

He that is wounded in the stones, or hath his privy member cut off, shall not enter into the congregation of the LORD. Deuteronomy 23:1
