Yes.

Adultery and fornication are always wrong.
Thou shalt not commit adultery. Exodus 20:14, Deuteronomy 5:18

Abstain from ... fornication. Acts 15:20

It is reported commonly that there is fornication among you. 1 Corinthians 5:1

The body is not for fornication. 1 Corinthians 6:13

Flee fornication. 1 Corinthians 6:18

Neither let us commit fornication. 1 Corinthians 10:8

Paul opposed sex of any kind, but said that those who couldn't resist should get married "to avoid fornication."

And Jesus said that whoever looked at a woman with lust had already committed adultery.

No, fornication and adultery are OK when God commands it.

God told Hosea to commit adultery, saying "take ... a wife of whoredoms and children of whoredoms" because the land has "committed great whoredom." So Hosea did as God commanded and "took" a wife named Gomer.
And the Lord said to Hosea, Go, take unto thee a wife of whoredoms.... Hosea 1:2

Then said the Lord unto me, God yet, love a woman beloved of her friend, yet an adulteress. Hosea 3:1

God commanded Moses to kill all the male Midianites. After the army did that, Moses found out that they saved all the women alive. So he told them to go back and kill all the non-virgin Midianite women, but to save the "women children" alive for themselves.
And the LORD spake unto Moses, saying, Avenge the children of Israel of the Midianites ... And they warred against the Midianites, as the LORD commanded Moses; and they slew all the males.
... Moses was wroth with the officers ... And Moses said unto them, Have ye saved all the women alive? ... Now therefore kill every male among the little ones, and kill every woman that hath known man by lying with him. But all the women children, that have not known a man by lying with him, keep alive for yourselves. Numbers 31:1-18
